Transport Secretary Alistair Darling may be trying to sweeten motorists with his proposals to loosen some of the speeding laws, but these proposals will only affect a small minority of drivers.

On paper, Darling’s proposed reduced penalty of £40 and two points (down from £60 and three points) for those who break the speed limit by around 10 mph or less sounds fair.

So, someone doing 39mph in a 30mph limit could face a £40 fine and get two points.

But along with this sweetener comes higher penalties for motorists who breach limits by 35 to 50 per cent (eg doing 41 mph in a 30mph area – just 2 miles more mph that our example above). These motorists could face a £100 fine and six points.
