Transport Secretary Alistair Darling may be trying to sweeten
motorists with his proposals to loosen some of the speeding
laws, but these proposals will only affect a small minority

On paper, Darling’s proposed reduced penalty of £40 and
two points (down from £60 and three points) for those
who break the speed limit by around 10 mph or less sounds fair.
